Teachers from Sunderland will use the conference to highlight concerns over pay and conditions.
The city's NUT branch has put forward a number of motions to the conference, including one that criticises the Government's Workforce Remodelling Agreement.
The agreement, which has been signed by all the teaching unions except the NUT, aims to give teachers at least 10pc of their working week out of the classroom for preparation and assessment.
But the NUT refused to sign the agreement.
Sunderland branch secretary Howard Brown said: "It's a wonderful package in theory but come September, schools will be making teachers redundant and putting support staff in charge of lessons."
The National Association of Head Teachers last week withdrew from the Workforce Agreement, saying that they did not have enough money to fund teachers' time out of the classroom.
But Education Minister Stephen Twigg insisted that the changes would go ahead.
Wearside teachers will also raise concerns over attempts to reduce sick pay in schools.
